Nothing demonstrates the strength in the office of the Prime Minister so forcefully as the power to form a government by appointing a Cabinet. As an organization in its own right, the Cabinet is the executive council of the Canadian government, the key decision-making forum for initiating laws, the body which develops policies for raising and spending public monies, and a source of advice to the Prime Minister when pondering major decisions.
